I would imagine for malpractice purposes only .. you would need a license not just a diploma .. I for one would not consider you unless you had a license. Often the malpractice insurance will provide the office with a temporary insurance rider but the covering DC must have a state license. As far as overseas .. if the country has no regulations you literally can open up without going to school except you'll probably be arrested for practicing medicine without a license.
