From Tedd Koren, DC: 1-18-00 "Dear Dr. Koren, I have provided a copy of the material you sent to me to NBCE President Louis P. Latimer, DC for review and discussion. After careful consideration, it is concluded that the National Board of Chiropractic Examiners can not participate in any fund raising program on this matter. The role of the National Board is to provide standardized pre-licensure testing services for the chiropractic profession. It is hoped [the FTC]ä attack will not result in a professional-wide order against chiropractic." A few months later the NBCE gave the ACA $50,000.00 to fight the HCFA suit. I thought their role was limited "to provide standardized pre-licensure testing services for the chiropractic profession." Suddenly they can donate to a legal battle? Does this seem consistent to you? (Current President of NBCE is Paul Tullio, DC was Chairman of the Board of NBCE when the above letter was written). But the FTC matter is only one example of the NBCE's straying from the path. Following are some of the financial statistics and business practice highlights from the Q&A w/ the NBCE President, Mr. Paul Tullio. Here's the link to the Dynamic Chiropractic online article also: http://www.chiroweb.com/dynamic/ Remember the NBCE is a non-profit organization 1) 3 memberships to the Greeley Country Club ("Social memberships, not Golf memberships) 2) $607,350 total or $55,000 per director budget for "test administration expenses". i.e.: Traveling to the exam sites to oversee the examinations; the NBCE sends one director to each site...so part I,II, and III are twice a year at the same time and part IV is twice a year at it's own time. So the $55,000 per director is for 4 trips in a given year to an exam site...so that's $13,750 for "test administration expenses" per director per test. 3) In reviewing the NBCE 1999 Budget, the directors' travel is subtotaled at $447,350 and below that is listed $21,350 in other expenses, which is how we derived the $468,700 total (which is a separate travel expense from the one in #2 above). The other expenses are: Greeley Country Club - $3,600; Director Gifts - $2,750; Registration Fees - $7,500; Misc. Director Expenses - $7,500. The travel expenses for the executive director are $21,400. The total travel days for the directors is 433 or about 40 days per director. 4) Quarterly Report for 1999 shows the NBCE's investment funds at $9,674,553 5) First 9 months of 1999 revealed NBCE's operating income $1,444,655 greater than expenses...only $40,000 short of all of the part IV fees during those 9 months...(Non profit?) 6) Mr. Tullio decided not to answer a question regarding allegations that the NBCE picks up the before, during, and after dinner liquor tabs for all directors and spouses present during conventions and travel. 7) No term limits for "at large" members of the board, which totals 4 (viewed by many as a great way to control the board by the current directors) and term limits for the district members and directors can be avoided if they are a member of their state board also. Please contact your local, state, and national organizations and chiropractic colleges and express your concern regarding this issue. You can ask them why they refused to help fight the FTC battle but give $50,000 to the ACA's HCFA fight.
